Why am I getting "Posting from your ISP has been blocked due to abu se." error?

I don't use any of the ISPs listed in faq as blocked (Velox (Brazil/.br), RDS.Link (Romania/.ro) and TP (Poland/.pl)).
I use T-com and my IP currently is 78.0.132.*

Also, why is there a space between 'abu' and 'se'?

Your ISP's ip block has prolly been banned in an admin's panicked attempt at curbing this trend. FAQ probably not updated, etc...
