Actually they can. Obscenity laws you know. However those always lose in court cause of first amendment. I wonder why supreme court hasn't struck down those laws. No one has been succesfully convicted under them for over 10 years. You know how they always sue Max Hardcore and other porn producers especially if they do animals, scat or bdsm(or other violent porn), but in the end up just losing.
