He's right. The phrase probably came from outside 4chan (I assume SA, but I can't say for sure because I'm not a goon). The owl thing came from 4chan, during the time that the word "repost" was filtered to "owl." Images of owls had all sorts of catchphrases and memes shopped onto them, and O RLY was the one that stuck.

I'm 99% positive that o rly originated as shorthand in cell phone text messaging, or at least that "rly" did, and the jump to "o rly" makes perfect sense. As to which site it originated on, it's hard to say for sure. Sure, I could trust wikipedia on this, but seriously - anybody can update it, it's hardly the most definitive resource for fact-checking.
