It's fun to rag on people about such ignorance, but resized images are a pet peeve of mine, so let me be blunt: if you have a small image, there is
no way to make it larger while preserving the quality (here's a simple mathematical reason for this). So, if you have a small image, do the rest of us a favour: don't resize it.
The only way to make a small image bigger without it looking like shit is to manually redraw the whole image. This is what is meant by vector tracing. Google it.
Regrettably, most vector traces also suck, because most people can't do a decent color job if their lives depended on it.
