Literally, it means "came!" It can be interpreted very broadly, from "(I) came!" to "_____ came (to be)".
I wasn't really aware of it before the big Densha Otoko craze, but now it seems to be roughly equivalent to "YES!!!" or "w00t!" if you will...

Go into Control panel, Regional and language options, languages. Tick install files for east asian languages. You may now need your pirate copy of windoze to install the files. You don't need any other programs.
btw its not perfect, so pick up a copy of Win XP Pro - Jap language (if you want perfect support)
