why Nintendo is actually actively seeking out certain start up devs, or people that are known in the industry and working on new and smaller projects.
While the average joe has to go through a bit of paper work, Nintendo is fast tracking more "prominent" people to certification.
Quite a fascinating turn around from last generation.
