Skyrim is such a fantastic game. Why don't other companies try to create comparable freeform open world RPGs? Any theories?

Skyrim is a perfect example of wrapping terrible game design up in a nice wrapper in the hopes it will distract people enough that they'll never notice. It's central problem as I see it is that it lets you do a huge variety of things, but none of them are well conceived or ultimately interesting. Take the combat for example.
An RPG should be about using strategy and tactics to win your battles. You should have a variety of options and have to think about how to use them properly and resourcefully to make it through a whole dungeon.
An action game should be about player skill and hand-eye coordination. You should have to learn the controls well, know what is at your disposal and be able to react accordingly to beat your enemies.
Skyrim is sort of weird mesh of the two. Bethesda wanted to attract new players to the series so they continued cutting back on the RPG elements, but not wanting to alienate the old audience with a game that was too skill based. The result was Skyrim which is a mongrel of a game without the tactical problem solving of an RPG or the reflexive skill of an action game.
And that's just the combat... everything is lackluster. Characters have no depth and repeat the same things over and over which destroys potential immersion. The story quests are badly written and uninteresting. The loot you find is all boring and aside from a few unremarkable artifacts, you can make the better equipment than you will ever find in a chest by smith and enchantment grinding in almost no time.
