Flipnote Hatena region limitations

Questions for you DSi owners with Flipnote Studio:

If you view flipnotes on the Flipnote Hatena website and star a flipnote or favorite an artist from one of the two regions which are not your own, can you view the flipnotes on your DSi?

Also, I reckon one's region is determined by their DSi type, and not the country chosen when registering on Hatena. Can anyone confirm/deny?
