Build scouts and send them to different squares on the galaxy map, then build and send an outpost ship to an empty rocky, metal, crystal or asteroid. Once your outpost lands, select "build base" and keep building refineries, factories and shipyards to increase econ per base, use those credits to build and send outposts until you have 8 bases.
