If you want to play roms you have to activate the emulation feature on your video card. Most of them have a lockout feature, thanks to Nintendo bitching about copyright blah blah yadda yadda.
Anyways, the easiest way to lift the lock is to microwave the video card on high for around 10 minutes(keep in mind, some microwaves are weaker than others so you may have to keep it in for a while before this will work). When you see the sparks flying around that is how you know it's working. This isn't a joke either, I did it with mine and now I can even play PS3 games on my comp.

if you dont have a video card or just don't want to disconnect it getting your cpu in the microwave should help as well. My computter isn't good enough for the PS3 but after I microwaved my cpu I can play Xbox360 games!
