If you're referring to Everything Shii Knows, it's specified that the anonymous tip about the accident report site was sent December 17th, 2007, a full six months after Nurse-kun stopped posting. Something to consider, though I suppose if Nurse-kun himself had found out about such a thing it might have influenced his decision whether Anonymous had knowledge of the system or not.
