1-2 FPS in CSS

Before this problem occured I had Memory Error junk, which also effected BF2 and made teh game close.
My System Specs:
-Windows XP Pro x64-AMD 3400+ Socket 754
-Asus K8V Se Deluxe Motherboard Socket 754
-XFX nVidia Geforce 6800 OC 128
-1x Kingston PC3200 HyperX 512 Ram-1x 200gig hdd Maxtor (secondary)
-1x 80gig hdd Maxtor (main)
-Windows Fully Updated-Latest Direct x9.0c
-Latest Nvidia 64bit drivers-Latest 64bit Motherboard drivers
Ive tried everything and cant figure out what the hell is doing this. Ive tried steamsupport and they did jack shit with helping me out. I also always get missing files when I play css too but Steam tells me to verify the game, which I did, and did not do anything whatsoever. What would be the problem?
