This reminds me of when I was in the local cinema the other day, and I asked for a glass of tap water. In the UK, it is illegal for a restaurant, café or bar to (a) refuse to serve you water from the tap and (b) charge for it. The guy serving me was this little chink bastard who kept trotting off the line "it's against store policy" like he'd never heard of good customer service.

Eventually his manager came to see what was going on. She apologised for his behaviour and gave me the tap water I'd requested, for which I thanked her. He then got taken out the back, presumably for a good arse-kicking for his unhelpful attitude.

It costs money for staff to pour the water, serve it to you and clean the glass afterwards, so why not pay 10p or whatever for the privilege?

In the U.S., when Chinese restaurants (or any restaurants for that matter) don't want to serve you anymore water or rice/bread/refills/etc. , they just stay as far away from your table as they can.
