windows 7

i need help on this one... also first time on /comp/

needless to say i need help /g/ i think i need to re-install windows because of new mobo but the install disk is not booting even when set as primary boot.
at this point i have formated my main hdd with my bros pc and tried to boot form both dvd and flash drive.
wat do?

psu: 600w
mobo: gigabyte GA-970A-UD3 AM3+
gpu: sapphire HD7870
cpu: FX-4350
ram:4gx2 gskill
cpu fan: h60
box: haf xb lan box

There's this file, system32, which screws up a lot of a system. Deleting it helps most of the time, but it's a bit of trial and error
