Win7 Firewall

I'm trying to just simply open some ports in the Windows 7 Firewall. I'm using UltraVNC. I've allowed the ports in Win7 Firewall, and have allowed the program itself in Win7 Firewall. It's all using TCP. Router's hardware firewall has been set properly, and is no longer an issue.

If I have Win7 Firewall on, the program cannot connect.
If I have Win7 Firewall off, the program can connect.
If I have Win7 Firewall on, and appropriate ports opened, I cannot connect.

Port scans of outward facing IP show the ports as "listening" only when Win7 Firewall is turned off altogether.

I understand that Win7 Firewall will not respond on a port, whether it is opened or not, if there is no program or service listening on that port. As far as I know, UltraVNC does activly listen on the ports it's assigned.

Is there something I'm missing? What do I have to do to get Win7 Firewall to open a port or two?
