Japanese characters to appear in CMD.

I'm using Pixiv Downloader to make downloading images from Pixiv a lot easier, and while the program is great, the only problem I've come across is that the tag function is completely useless. Since there is no way to paste in Japanese characters (even after installing a language pack), and since I'm getting tired of seeing question marks appear, I was wondering if there was something I could do about it?

One of the things I've heard suggested is to change the non-Unicode characters to Japanese. That's great and all, the only problem is, I've no idea how to do that. If someone could help me to get Japanese characters to appear in CMD I would greatly appreciate it.
