ISP Blocked but friend can post just fine

dunno what the hell i did, all i did was make a troll thread in /b/ and next thing i know my internet is being very sluggish, 4chan takes a while to load and then i'm hit with "ISP has been blocked due to abuse"

yet my friend went on 4chan and was able to successfully post stuff

what gives?

forgot to add, we are on the same campus in college
