i haven't been able to resolve boards.* for like three days now. according to the status page everything else works, but boards.* always times out. no other site does this.

Same here. I use Verizon 3G access at home, and can't get to any boards whatsoever. I come to work, 4chan works. They blocked IRC over 3G also.

Same here. I'm going to be pissed if they permanently have blocked 4chan and IRC. Especially right after I renewed an apartment contract, and my internet is my Verizon 3G.

Sure. In fact one of the biggest reasons why I got a shell account myself is so I could be on many channels and networks and be able to stay connected to IRC even when I'm away (even with my computer shut off) by using GNU Screen + irssi (command line IRC client). Since you're running those programs on a remote machine.
Another added benefit being that you can ssh into that machine from anywhere that can run a simple ssh client. There's even Java based ssh clients like this one for example http://www.netspace.org/ssh/

Yes (my shell account actually uses NetBSD, but there are Linux ones out there too), that's exactly what it is.

You can use either OS to "remote in." As long as there is a ssh client program to be able to connect to the remote computer. For me I have Windows XP on my local computer, and I use this program http://haanstra.eu/putty/ to basically connect to the remote computer (my shell account). And doing that, I can run IRC, AIM, etc. remotely. Though before you go to get a shell account you should find out what kind of software they have installed on their machines, generally they have IRC clients and even programming tools. One IRC client I recommend is irssi. I used to use mIRC (and in some certain cases I still do), but after learning how to use irssi, I immediately fell in love with it. So try to find one with that client installed.

I have a ASUS N61J laptop and my NVIDIA GEFORCE GT 325M graphics card is now recognized by windows as a Standard VGA Graphics Adaptor. I've tried updating both graphics cards, uninstalling the broken one and updating the BIOS. Does anyone know how I could fix this problem?
