100% CPU usage on any video

whenever i play any type of video on my computer the CPU usage of that program goes to 100% and the video stutters. it doesn't matter if it's a low quality youtube video or a DVD rip of a full movie. a few seconds into the movie and all i get is my computer stuttering.

i defragged, ran anti-virus, cleaned the registry, rebooted, updated graphics drivers, closed every single program i can without crashing the system and still all videos stutter. anyone help?

More RAM and update video card driver. If the computer is 3 years old, buy a new one.
