BOOTCFG

I recently formatted what I thought was an empty HD. The copy of Windows I run is/was definitely not on that HD. Now when I start my PC, windows will not boot b/c of an error or missing BOOTCFG. Is there a way to recreate this so I can boot my normal copy of windows or do I have to completely reinstall?
