/comp/ - Windows doesn't install hardware

I used my Thinkpad's backup partition to do a Factory Restore with XP Pro.

Now when I plug in most new hardware (USB in particular), it is not automatically installed. I have to go into the Device Manager and Update/ Reinstall the drivers for whatever device. It also won't ever assign my dual-partition, FAT32-formatted external drive a letter automatically.

Does this sound like a Windows issue that could be fixed by a simple reinstall? I have all the latest updates including SP3. Or maybe I'm missing some hardware drivers that deal with installation?
