Ok when I do a netspeed test on my computer it says I download at 10MB/2mb upload but when I download anything I seem to have a limit of only 1.2mb is something wrong with it?

Would your slow download happen to be using the BitTorrent protocol?

Megabits (Mb) =/= Megabyte (MB)
8 megabits = 1 megabyte
When you do netspeed tests they usually report your speed in megabits/sec, but when you download your browser or whatever displays your speed in megabytes/sec or kilobytes/sec.
