Overclocking Q6600

I got a question,
My current OC to 3Ghz makes the fan run at max and the CPU is 60C at idle, will lowering my CPU voltage generate less heat?

Yes, it will,
the voltage pull from the CPU generates the most heat, not the clock speeds

but decreasing a voltage on an overclock can make it unstable because it won't be getting enough power....and putting too much can destroy it..... right?
