PSU or video card?

Right.
I've suddenly lost video output. I've narrowed it down to either the PSU or video card, but I need some opinions.

Case for video card:
- No video. HURRRR.
- Besides lack of video, computer boots normally.

Case for PSU:
- High pitched whine. I only noticed it today... maybe because I generally don't have my ear next to it. Not caused by a fan.
- No beep codes denoting video problem.
- Video card consumes the most power... I'm guessing enough power is being provided for it to pass POST, but not output video.

Without a nifty tool to test the PSU, any ideas how I can further troubleshoot? Or has anyone else experienced a similar problem?
I've ruled out the monitor and video cable. My spare video cards are AGP, a slot this motherboard lacks.
