How do I opentracker?

I want to start a very simple tracker without the extra bullshit using opentracker.  All I know is that it is going to need a db like MySQL (but I'm going to use Postgresql for that shit because I need time calculations).  Also do the tracker needs the torrent file(s) to announce?  And if so would the link to the torrent file on the fs would be acceptable?  I am open to suggestions.
