Reading Cyrillic

I have a problem reading Cyrillic. I'm really newbie about comps, can you help me how to install Cyrillic, every help appreciated.
Also, I have a problem reading Chinese, Japanese, etc symbols..

in windows

go to your control panel, in classic view click on REGIONAL AND LANGUAGE OPTIONS, click on languages, check INSTALL FILES FOR COMPLEX SCRIPT AND RIGHT-TO-LEFT LANGUAGES (INCLUDING THAI), check INSTALL FILES FOR EAST ASIAN LANGUAGES, click advanced, check every box in CODE PAGE CONVERSION TABLES, then check APPLY ALL SETTINGS TO THE CURRENT USER ACCOUNT AND TO THE DEFAULT USER PROFILE
