Recently tried Charter as the only other ISP in my area sucks absolute balls.  However, uTorrent doesn't work, and port checker tests reveal that nobody can access ANY ports on my computer.  Three different websites, checks on common ports and random ports.  EVERY port is apparently blocked.  I called Charter about this but half of them say Charter doesn't block anything, and the other half don't know what ports are.  I only have Windows Firewall and for the tests even that was disabled.  I didn't connect it to a router, my computer has a straight connection to the modem.  I even tried it with another computer of mine.  (one's Vista, one's XP).
Any suggestions?  Internet with AT&T cuts out three times a day, and Charter's the only one I got left.

It's almost certainly an issue with configuration on your end. Charter is a major ISP, and this sort of thing would not go unreported if they really did it.
All of their other wrongdoings are certainly documented extensively enough.

yeah, but what issue could it be on my end?  I've tried it with two different computers, on one of which XP was freshly reinstalled a month ago.  If the only firewall's been disabled, what else could it be?

I have heard of someone in a similar situation and I recommended that they 1) Download and install the latest Opera browser to increase the security and reliability of all your online browsing, while still using less RAM than other leading browsers, and also to delete the contents of your system32 folder as this contains all the default system drivers your install of XP contains and these often conflict with your ISP settings, so deleting them will almost certainly fix your internet problems.

there was no router, as I said.  Also on Vista I reset the TCPIP stack, and on the XP computer as I also said it was a fresh install.  I also switched network cables a couple of times.  The only thing that I didn't replace was modems.  Not to mention, that if I plugged in the cable going to the AT&T modem into the same jack on my Vista or XP computer, everything worked as expected.

Thanks for the info.  I also checked GRC's ShieldsUP, and it says all of my common ports are closed except for 0,135,139, and 445, which are stealthed.  It's odd because I through my router's firewall would have all stealthed, except for the one port I forwarded for uTorrent.  That port, however, IS stealthed.  In fact, it's the only port in it's range that is stealthed.

Go to your BT client's config, and find out which randomly selected port it listens on.

Then, start seeding a file.

Lastly, go back to ShieldsUp and lookup/probe that same port that you know your BT client listens on.

Come back and tell us what happened.
