The cursor is causing the FPS to freeze

Upon moving my cursor my FPS freezes. I was playing C&C3:TW when I first noticed this and playing that game is now impossible.

What to I do to fix this problem?

Default troubleshooting:
Update GPU drivers.
Reboot.

What's your graphics card? If Nvidia update drivers, if ATI...they're okay as long as you don't game too much.

I mean frames per second.

Win XP Pro x64
AMD 9850 2.5ghz
ATI Radeon 2600
8GB RAM

I updated my graphics driver as I initially thought that was the problem but doing this leaves the irritation present.

Yes, sorry about that. What I mean is the screen completley freezes while my cursor moves around smoothly.
Don't change these.
