mount point for USB storage device?

Is it possible to assign a static, never-changing drive letter or mount point to a specific flash (USB stick, SD card) device in Windows or Linux?

So that I plug in one particular USB stick/SD card, and the OS recognizes that *specific* one, and assigns it its own reserved drive letter or mount location automatically?

Windows : folders are better than drives, mount your drives to folders using Control Panel -> Administrative Tools -> Computer Management -> Disk Management.  Never changes unless you remount it.

Linux : apt-get install usbmount.  Makes a directory /var/run/usbmount and places each device named according to it's USB name.  By modifying the scripts that come with it you can make it beep or whatever when you plug/eject a drive.  Learn your mount options as you don't want to mount a USB drive without the "sync" option.
