On a good computer: Prepare a boot-disk on a medium that works with the used computer. Floppy, CD, USB drive, whatever seems likely to work. Examples: Windows install disk, any Linux live-disk.
On your recently purchased computer
1. Boot from CD or floppy disk
2. Format hard-drive, getting you rid of everything on the computer. I assume you didn't want to poke around, and hadn't stored anything important on it.
3. Install an OS. Take your pick.
