japanese languagepack, vista

I can't seem to install the japanese languagepack. I've found it in windows updater, downloaded and rebooted. But the japanese characters won't show in menues and such.
I can't use applocale for viewing japanese text and I can't set my systemlanguage to japanese (tried and had to repair using vista dvd).

I did try to remove it and reinstall it, without any success. Any ideas? Should I just emulate/dualboot with xp for this?

Use a real OS. Use Ubanto, if you must. It comes with Japanese support built in.

Set locale to Japanese.

Problem then is all your installers and shit will load up in moonspeak.
