Does anyone know how to get rid of fuckin virus that blocks my internet connection after few minutes?
When I start anti-vir programm it restarts my computer, same thing if I open WINDOWS catalog.

But dude, reinstall windows. It sounds like you've got a virus that will just close any program other than those necessary to run windows.

You have to actually do something while in safe mode.
A virus is like a really small computer vampire. You need to put a nail through the heart of the virus (it lives on your hard drive) to kill it. You'll probibly need to use more than one nail since viruses are really damn small.

Face it, your machine is fucked. Just make sure you have all the disks and installation programs you need to bring it back up.
You don't need to format the hard drive or anything stupid like that. You will need to grab your profile and other stuff from there.
