Fit on a floppy disk
x86 Architecture
Basic File operations (Delete, Move, Create Dir, list, run)
Simple programs running on the CPU itself

How would I go about doing this. What language should I use?

Try asking those guys who create MenuetOS. it`s build pure on assembly. It`s not Unix nor Linux but it fits nicely on a floppy and can act as a Mp3 Stream server
