toolbars fucked

well I'm running a new computer on windows XP, and for some reason I can't just click on a window in the toolbar to open or close it, I have to right click and hit 'restore' to open it. If I just click it, it does nothing and makes an irritating beeping noise.

I check the settings for Task bar & start menu but that doesn't have anything for it.
