I need a program that allows a Windows machine to accept any traffic on a particular port and do nothing but throw anything it receives there to a different IP and port.  And vice versa.  Like an IRC BNC but for any port, any protocol.  Bandwidth control a plus.  Nothing fancy other than that.

This would be trivial to implement under Linux/BSD, but I need something that a noob can run and configure under Windows.  (I was thinking about just making a Linux VM under VMware...)

Suggestions?
