Anything to DVD and Reformatting

I just wanted to ask whats the best program to do any format to DVD for burning purposes. Also I have a really corrupted hard drive with windows 98 on it and through xp I can't use windows reformat to format it. What program is the best for reformatting?

There's no obsession here, unhealthy or otherwise.  4channers toss off "you fag" all the time, so I came to like the term and just adopted it.  Of course, you must like to spend your time, well, hanging around /lounge/ cursing out the same behavior.  Or did you peter out there?
