If you're desperate, you can always rent a virtual private server from some hosting company. Run all your torrents, IRC and usenet leeching there, and then grab the result over SFTP back home.
There is zero chance they can catch you. All they'll see is some encrypted data going back and forth between you and your server. All you need is some money and a good excuse as to why you're transferring so much data (although it's none of their business).
I've actually done similar with shared hosting, but it can be tricky since shared hosts don't want you running persistent processes.

in my experience torrents work, but they block anything with .torrent extension from downloading. So, if you can get the torrent file then they will work. As far as getting caught with anything then just make something up. Of course this has just been my personal experience but IT depts are rarely confrontational they'll most likely cut off your internet you fess up they give you some code or something and you get your internet back no biggie
