There is 128 MB of ram on the comp and our budget is limited. In theory could we get cable internet and not fry our computer like last time?

And no, neither cable nor DSL has fried stuff for computers we tend to. That's an oddball issue you had. Maybe you want your house checked, but you seem to imply you fixed your stray power in the wiring already. If this computer happens to be a laptop, you can test it elsewhere before checking your own house... or you can risk plugging in a smaller intermediate device first, such as an inexpensive router or hub, but someone may have to set it up properly before you can see the internet through it. If the stray power is still there, the hub may die... or at least not shoot the full power leakage to your actual PC. I'm not responsible for weird unexplained stuff, though. Laters!

All lies, my goddamn old-ass laptop connected to my network can runs the internets with 64MB of RAM running DSL (DamnSmall, not digital subscriber line you n00bs) or Win2k. 

Just don't expect shit like big-ass videos to run smooth.
