Youtube block

I live in a fail country where they blocked youtube, however the block was also quite fail too because they only blocked the domain name but if you use youtube's IP address it goes through.
The problem is that the videos load sometimes but almost never. I think it's something to do with flash making requests with the domain name and not the IP but I'm probably wrong.
I checked tamper and it shows that it uses the IP address and not the domain name though.
Any ideas?

THIS LOOKS LIKE A JOB FOR THE HOSTS FILE

C:\WINDOWS\System32\drivers\etc\hosts

Edit it and add the line
youtube.com 208.65.153.238
