Dudes i need sum help, so i am downloading a torrent and its at 99.7% right? everything cool? HELL NO. It stopped right at that point and my incomings won't come because my network connections is blocking it for somereason even tho the firewall is down. I really have no idea how to set up my forwarding or map it. I tried using my bellsouth "expert mode" but the bars on the left won't come up. Wtf am i doing wrong? /comp/ help a virgin out.
More than likely it's not your internet. I've had that happen to me on a LOT of torrents. I'll get to 99.7 or 99.9 and it'll stop dead. I've left it up for 3 days while all my other torrents finish, and that one will still be at the same percent. I'd suggest downloading the same content from a different torrent, that has always seemed to work for me.

Thing is tho the yellow light is on which means AND says that the incoming won't come in. Meaning no downloading but uploading only.

Sometimes with 99.9 torrents, it's caused by trying to download the last piece from a dead/slow peer. This will fix itself in a while though.

There are lots of reasons it might be stuck. It might also not be a network issue at all.
Download torrentspy and check the completeness of the download for yourself. Or just try checking it in another client. While you have either open, see how many other people are stuck at the same point. If it's more than a few, it might be a set of rare blcoks that only seeds will be able to help with.
Also, if you are running Windows 9X/Me or downloading to a FAT32 or FAT16 drive, the filename might contain an illegal character that your client is too stupid to know how to rename. I've seen this happen with readme files that were named by leetspeak idiots. It can also happen with foreign-language filenames. There might be no way around this other than to try saving to a filesystem that can accept those characters.

It might be a custom tracker trying to make it to where you seed to a certain ratio before you get your last piece.
