Bus Speed Multipliers and Overclocking

Why don't newer processors allow for the bus speed multipliers to be increased? The only way to overclock/get more performance now is to change a CPU's latency itself, which produces more heat. Of course, that can all be fixed with a decent Peltier Junction or some cooling fans, but still... What's up with the linear configuration in tech these days?
