DCOM, computer restarting, faggotry, ect

My computer's been shitting out for the past few months where it'd just randomly restart out of nowhere.  Finally getting sick of it, I reformatted the computer thinking it was Windows XP being glitchy.  It was very possible considering I haven't done anything of the sort in ages.  It wasn't long after that when it started up AGAIN.  This time, I figured it was the processor.  More specifically, dust would get between the fan and processor heatsink causing extreme lack of airflow to the heatsink causing the thing to get dangerously hot and the computer would shut itself off as a safe measure.  So I took canned air and blasted the fuck out of everything, which was a good thing since that hadn't been done forever more than the reformat.  But alas, the fucking thing STILL restarts randomly.

I did some soul searching on Google and found out how to better find out about the problem by checking the Event Viewer under Control Panel > Administrative Tools (which is something I never knew about since I'm not THAT good with computers.)

Keeping tabs on that especially around the time of a shutdown, I  notice one thing to be common: something called DCOM gets an error 3 times, and the event description reads:

DCOM got error "The service database is locked. " attempting to start the service winmgmt with arguments "" in order to run the server:
{8BC3F05E-D86B-11D0-A075-00C04FB68820}

I have no clue what any of that means.

Then, I randomly went to Computer Management under Control Panel > Administrative Tools [> Services and Applications > Services] and found something called a "DCOM Server Process Launcher".  I right-clicked and went to its Properties, and under the "Recovery" tab, there are a bunch of drop down menus for what to do in the situation the program should fail to launch.  All three of them had "Restart Computer" as the option.  Unless there is something else I'm missing that could be wrong with my computer, I'm sure that this is where the problem lies.  I switched the failure response to "Restart the Service" and hope that it will magically solve all my problems.

My main questions are: Wtf does DCOM do?  Is it a big deal if it  doesn't load properly?  I only assume that since it was set to restart the entire fucking computer if it failed, I figured it had to be at least mildly important.  If I leave it off (by not caring to restart it again) what consequences would it have on my computer?  I mean, as long as it's not like, a major system operation protecting me from adware, viruses, and hackers or something, leaving DCOM "off" isn't a big deal, right?
