Does a prefix in a URL (ie. "<i>irc</i>.4chan.org" pr "<i>forum</i>) mean that you are connecting through a different port? if not how does it work?

The "prefix" is usually the hostname. It usually identifies a specific server. I say usually because it really all depends on how the sysadmin has DNS set up for the specific domain.
