My Computer Won't Turn On

Ok, basically, there was a thunder storm last night, so I shut my computer down the propper way, then just to be sure, I turned the power bar off.

This morning, I put everything back to normal, then tried to turn my computer on, and pressing the power button did absolutely nothing.

Ok, my PC is pretty old, but it has this green light next to where the electricity goes in, and when it's getting power, it lights up.  It is not on.  I found this strange because all of the other things plugged into the power bar are working perfectly.

I tried unplugging the power bar and plugging it back in. Nothin'
I tried turning off the switch on the power bar and turning it back on. Nothin'

I tried unplugging the power cord from the computer and when I  put it back in, the litle green light turnd on!  ... but it only stayed on for a second.

This has happened once before, but I fixed it by flicking this little switch on the back of the computer (under the green light) that said "155" when it was normal and "230" when I changed it.  So I tried that this time.  Nothin'

Please help me, because I am very sad.

new power supply. you shouln't have to spend more that 30 dollars.

also, the 115/230 switch should't ever be changed. Amerikkkans need the 115 and eurofags need 230. It's for voltage regulation and you can fuck up your psu or your parts by changing it.
