Everything is fine except for the fact that whenever i try to move a window around on the desktop or scroll down a page (such as this one) the CPU usage spikes to near or at 100% and it becomes unusably jerky. Like it takes 20 minutes to get to the bottom of the page jerky. Everything pulls up fine, but its nigh impossible to move a window around.
I have tried increasing the shared VRAM to 64mb (from 32) and that did nothing. I changed to 16bit color from 32 bit and that helped a bit, but 16bit is is unusable and still jerky. I tried updating the chipset drivers with the newest Hyperion VIA driver, that did nothing.
Any ideas? I'm drawing a blank here.

stick a video card in your agp slot.

I was going to do that anyway, but I was looking for more of a short term solution, since my main box is FURBARd at the moment.
I know VIA sucks, but I didn't think they sucked this bad.

you're missing the point. that via thing is just the actual agp slot. if you don't have a video card in there, you're running off cpu video card (onboard) which i've personally never had slow me down, but clearly your box is old as shit. try turning smooth scrolling off, and turn off show contents while dragging. maybe decrease your resolution. don't run as much shit at once.
Turning off show contents while dragging helped a bit, but not much.
Something is fucked somewhere, I have a 930mhz Pentium 3 sitting right beside me that has zero problems running XP at full speed. Speed is definitely not the problem, at least in terms of the processor.
I am only running at 1024x768, and 800x600 is no better. My ancient Pentium 2 could do better than that.

less downloading bloated shit? other than mozilla, what have you gotten.
(on a side note, i ran xp on a 299 mhz pentium with 256 ram, no video card, and it ran fine, so your problem probably lies in your own stupidity as far as downloading shit).
You want to know what Ive downloaded? Absolutely nothing. I installed XP, installed Firefox from a CD, and came here to post the original message.
So no, its not my "own stupidity as far as downloading shit".

OP here
I fixed it..i guess.
I turned off all hardware acceleration and everything runs normally. So, it actually works better without assistance from the integrated than with it.
Yeah....
Probably going to try to get ahold of a ti4200 or the like soon.

again, read this post >>5
your processor is doing your graphics right now, due to lack of video card. so when you turn on hardware aceleration guess what you're doing.
THAT'S RIGHT! FORCING THE PROCESSOR TO DO SHIT IT REALLY SHOULDN'T HAVE TO/ISN'T BUILT TO!
