I recently installed XP on this computer:

Socket 754 Sempron 2800+
512mb RAM
VIA IDO204 chipset AGP8x
Seagate 80gb

Everything is fine except for the fact that whenever i try to move a window around on the desktop or scroll down a page (such as this one) the CPU usage spikes to near or at 100% and it becomes unusably jerky. Like it takes 20 minutes to get to the bottom of the page jerky. Everything pulls up fine, but its nigh impossible to move a window around.

I have tried increasing the shared VRAM to 64mb (from 32) and that did nothing. I changed to 16bit color from 32 bit and that helped a bit, but 16bit is is unusable and still jerky. I tried updating the chipset drivers with the newest Hyperion VIA driver, that did nothing.

Any ideas? I'm drawing a blank here.

you're missing the point. that via thing is just the actual agp slot. if you don't have a video card in there, you're running off cpu video card (onboard) which i've personally never had slow me down, but clearly your box is old as shit.  try turning smooth scrolling off, and turn off show contents while dragging.  maybe decrease your resolution.  don't run as much shit at once.
