how do i setted up stream?

oh great /comp/, i need your assistance. i'm running XP, and i want to set up a live video stream of a 350x350 or so section of my screen. googling has produced nothing but webcam bullshit and 404s.

thanks, but can fraps record things other than games? also, how taxing would all this be on system resources?
