Outside of contacting the ISP themselves, is it possible to change one's IP if their provider only offers a static IP? If so, how?

If they don't offer a static IP but always assign you the same IP, try changing the mac address of your hardware. You may need cracked firmware. Otherwise, you can't. Use proxies to get unb&.

Dunno if there's an easy app to do that but technically it should be possible so it must exist. However if you're not going to use it for http (you probably want to get unb& from a game?) you need a SOCKS proxy. They are difficult to find and many irc/game servers check for them to make sure you aren't using them.
Asking your ISP would be easier but 99% chance they won't care.

I believe I have a reliable source of SOCKS proxies, and I don't expect the game I intend to use them for to have much in the way of checking for proxies; the main problem is that I'm dreafully inexperienced at this and have no idea how to route my connection through the proxy without a built-in feature inside the application.
