I want to create a paper craft website. What software package is best to use for that purpose?
i want several categories with in the main 2 categories of WIP and FINISHED and easy manageable.
it has to be lightweight so that wont take up all the bandwidth.

If you mean a website with a "papercraft" look to it, I recommend you spend some time in Photoshop making a template that looks pretty, but think about if you want fixed width layout, or a flowing one, etc as you make it. Then split up and recreate the images with heavy application of CSS and such.
It is hard to pull off hugely decorative layouts while getting accessibility, browser compatability and web standards right. You might want to give up on the idea until you know web design a little better, or have the opportunity to get someone knowledgable to do it.
OP wants to make a website that contains stuff like those found in the /po/ board and have them available for download. He's asking if there are any programs that could help him make the website and manage/sort the collection of papercrafts/origami.
Sorry. Uhh. So you'd just need a simple webpage editor? It might be worth learning how to do things properly regardless, but I'd say you should give Dreamweaver a shot, even if you just use the visual tools. It doesn't sound like you'd need anything dynamic, just make a page for each category you would like, and it should all be fine.
