Hello there. I a bit new to the whole clocking thing and I have a question. I have a AMD Athlon 64bit Dual Core 3800+ processor but its only running at 2 gigahertz. How do I get it to run at its standard speed?

Lol. "Meggahurtz" is not directly proportional to "powah". Also, neither Intel nor AMD have their clock speeds in their model names. This "xx00+" thing from AMD is a very loose performance indicator, which again is not expected to be linear. In user words, the "plus numbarz" don't give you "powah" either.

You have an Athlon 64 X2. It's a fast enough processor. Quit whinning and enjoy it.
